William H. Elliott Jr., 44, of R.D. 3, Hockessin, died at home Sunday of an apparent heart attack.   Mr. Elliott worked since 1969 for the Du Pont Company's Environmental Control Air Chemicals and Pigment Department at the Chambers Works in Deepwater, New Jersey.  He received a bachelor's degree in chemical engineering and a master's degree in metallurgy from the Georgia Institute of Technology.  After that he served in the Air Force for several years.  He was discharged as a captain.  He was a member of the board of   directors of the First Church of Christ Scientist; and president of the Georgia Tech Club of Greater Wilmington.  He is survived by his wife, Patricia D.; two sons, William H. III, and Geoffrey C., and a daughter, Christine E. Elliott, all at home; and a brother, Robert C. of Garden City, New York.  Services will be private.  Instead of flowers, the family suggests contributions to the First Church of Christ Scientist, 1201 N. Van Buren Street, Wilmington, Delaware 19806.
